Cheryl Mills, Clinton's chief of staff, had her staff negotiate with State Department record specialists over releasing documents and even requested to see documents, but then requested that some of the documents not be released, the report said.
Clinton was also discovered using a private email, as the secretary of state, to discuss work-related business, which meant that the State Department was incapable of accessing her emails per public request, reported wsj.com.
