The board is vote on a final, revised version of the findings statement for the final draft supplemental environmental statement, which can be found here online.
If the board adopts the supplemental findings statement Tuesday night, it is unclear if it will make any further decisions on the proposal before Nov. 5. Councilman Robin Stout read a lengthy explanation of everything that has been done and where the process stands going forward at the beginning of the Tuesday, Oct. 22 board meeting.
He cautioned residents to not read too much into Tuesday night’s decision.
“The town board expects to conclude the environmental review process by adopting a Supplemental Findings Statement on Tuesday, Oct. 29,” he said.
“This would merely conclude the environmental review process. This would not constitute approval or disapproval of the underlying substantive request for a retail rezoning. Let me emphasize that last point. Adopting a Supplemental Findings Statement would not give Summit Greenfield permission to do anything,” he added.
Developer Summit/Greenfield’s plan for a 36,000- to 66,000-square-foot grocery store at the old Reader's Digest headquarters location has become the town’s most polarizing topic. While public hearings have been mostly residents speaking avidly against the project, some question whether or not there’s a silent majority.
Many residents are pleading with the board to not make any further decisions after its vote on the findings until after the election, as the two different visions of each slate for the town could serve as an ipso-facto Chappaqua Crossing vote.
Hoping to cast a bigger sample size than the seat capacity in town hall, resident and owner of Aurora Dawn Greenberg created an online survey to gauge the town’s true feeling on the retail proposal. The survey was created by a Chappaqua market researcher. Additionally two residents – one in favor of the plan and one against it – helped in creating questions, Greenberg said.
