The county's Board of Acquisition and Contract unanimously approved the agreement for the consolidation on Thursday, officials said.
The three-member board includes Astorino and county Board of Legislators Chairman Mike Kaplowitz, who each previously expressed support for the consolidation.
The board's approval was the last major one for the agreement and clears the way for the transition, McCormack said. Deputy County Executive Kevin Plunkett, who serves as an alternate on the board in Astorino's place, voted for the deal.
The Board of Legislators unanimously approved the agreement on May 11, while Mount Kisco's Village Board of Trustees gave its unanimous approval on April 21.
The June 1 date also coincides with the start of Mount Kisco's 2015-16 village fiscal year.
The contract for the consolidation is officially called an intermunicipal agreement (IMA).
The county is not done with legislation pertaining to the deal. McCormack added that there is a proposed memorandum of understanding to amend the collective-bargaining agreement between the county and the county police department's Police Benevolent Association (PBA). The amendment would allow for Mount Kisco police personnel who join the county police force to keep their existing longevity.
The intent is to get the memorandum approved by June 1, McCormack added. However, he said that not approving it by then will not hold up the consolidation agreement.
Mount Kisco police personnel will become county police as part of the deal, McCormack added. It was previously noted at a village board meeting that local police are being given the option to individually join the county police.
Mount Kisco's police department will remain in a reduced form, Mayor Michael Cindrich said at the recent meeting, with a chief and small patrol contingent included. The IMA leaves some local tasks up to the village, including parking enforcement.
The agreement runs until Dec. 31, 2019, with Mount Kisco scheduled to pay the county for services each year. The agreement stipulates that the county will have 25 police working in Mount Kisco, including 17 officers on patrol.
For 2015, the payment amount is technically $6,437,548, although because it is being prorated for the time in which services will be provided, Mount Kisco only owes $3,755,236.
The village will pay $6,620,874 for 2016, $6,746,832 for 2017, $6,859,275 for 2018 and $6,936,035 for 2019.
