10 License Violators In Westchester Fined By State Liquor Authority

WESTCHESTER COUNTY, N.Y. -- Ten businesses in Westchester County were fined $46,500 this month for alleged violations of their state liquor licenses.

The largest local fine levied by the State Liquor Authority (SLA) this month was for $10,000 against Executive Billiards Inc. at 109 Mamaroneck Ave. in White Plains following a fight on Jan. 18 and selling alcohol to minors on Feb. 7. Last year, Executive Billiards was fined $7,500, also for selling to minors, according to the SLA.

Black Bear Saloon at 166 Mamaroneck Ave., also in White Plains, was fined $9,500 for several violations including sales to minors on March 25, a sale to an intoxicated person and "disorderly premises" at least three times in April. SLA spokesman William Crowley said Black Bear Saloon made a $5,500 offer to settle the charges. However, the SLA board rejected the offer and made a counter offer of a $9,500 civil penalty, Crowley said. A document citing the complaints, settlement offer and SLA vote can be found here. 

Uno's Chicago Pizzeria Bar & Grill at 4 Martine Ave. in White Plains was fined $2,500 by the State Liquor Authority (SLA) in July. The violation against White Plains Uno Inc. was for selling alcohol to an intoxicated person sometime last year. By coincidence, Lt. Gov. Kathy Hochul praised Uno's pizza during a June 30 speech before the Business Council of Westchester in Rye Brook. During her talk, Hochul said she had eaten there recently. 

In other Westchester County cases closed this month by the SLA Board:

-- Valentine Grocery Inc. at 943 Second St.,  Peekskill, was fined $6,000 for selling alcohol to a minor.

-- Tu Mirador Cuencano at 60 Clinton St. in Sleepy Hollow was fined $5,000 for noise, disorderly premises and the "focal point of police attention" in three separate incidents last winter. The bar/restaurant was previously fined $1,000 for a December 2013 violation.

-- El Nuevo Jomas tavern at 112 Westchester Ave. in Port Chester was fined $4,000 for an assault on Dec. 7, 2014.

-- Popeyes Pub at 2056 E. Main St. in Cortlandt Manor was fined $4,000. Its violations included disorderly premises and a complaint involving an alleged robbery and assault requiring state police attention in November 2013. The pub also was cited for making a sale of beer to a minor on Sept. 28, 2014.

-- Freddie's Meat Market at 132 S. Fourth St. in Mount Vernon was fined $2,500 for marijuana use on the premises, also in 2014.

-- Mundo Latino Deli & Restaurant at 15 E. Main St. in Mount Kisco was fined $1,500 in connections with fights or assaults on Feb. 8 and March 15 of this year.

-- Beechmont Tap Room & Grill at 211-213 E. Post Road in White Plains was fined $1,500 for noise and a disturbance outside the establishment on April 4.
