The document states the town is seeking a five-year lease and is open to renewal. It also includes a requirement to keep restrooms open to the public between 4:30 a.m. and 9 p.m. Monday through Friday and 8 a.m. to 1 p.m. on Saturday and Sunday.
The RFP also states the factors the Town Board will consider when choosing a tenant, and notes there is no obligation to go with whatever plan has the highest rent.
"The Town Board will evaluate the proposals and determine, in its sole discretion, which proposal best serves the interests of the Town," the RFP states. "The Town Board will consider, without limitation: (i) past experience; (ii) professional expertise, (iii) the proposed monthly rent; (iv) the reasonableness of the pricing of the items on the applicant’s menu; (v) whether the applicant is likely to advance the project goal of providing food service at the station; and (vi) community orientation of the proposed business."
The RFP also states proposals will be accepted until noon on Wednesday, Oct. 22.
The decision to pursue a new RFP process came after the Town Board voted to rescind a lease with Love at 10514, a venture owned by Leslie Lampert, who owns Ladle of Love and Cafe of Love in Mount Kisco. Lampert's proposal was chosen in May, but was followed by an petition to force a public referendum on the matter. Petition filers were concerned about how the bidding process was handled. The board opted to rescind the lease after gathering of signatures for the referendum was announced.
