Fatal Shooting Victim In Westchester Manhunt ID'd

The woman shot and killed Tuesday setting off a huge manhunt that caused a lockout at six school districts in Westchester has been identified.

The woman, Jessica Wiltse of Tarrytown, was found alive with multiple gunshot wounds around 7 a.m. Tuesday at the Sleepy Gardens apartment complex on Route 119. She died at Westchester Medical Center, police said. 

Cynell Brown, 28, who is in the hospital, is expected to be arraigned on murder charges Wednesday after he was captured Tuesday at the Port Authority Bus Terminal by Port Authority police, according to Tarrytown Police Chief John Barbelet.

The chief would not comment on a motive or the relationship between the two during a news conference Wednesday.

Brown, who is considered homeless, has a previous drug-related arrest in Greenburgh. 

He was captured while he was in line to purchase Greyhound tickets to Wilmington, Delaware just before 7 p.m. Tuesday. 

Police say they have recovered a gun that was found in a garbage can.

The chief said apprehending Brown was "a daunting task" and thanked other law enforcement agencies that helped in the manhunt, and the following investigation.
