CHAPPAQUA, N.Y. -- Residents of Chappaqua are opposing the proposed construction of a 28-unit affordable housing complex in the community, according to The New York Times.

The proposed development is part of Westchester County's attempts to adhere to a 2009 settlement that would allow the county to continue to receive federal housing subsidies, the Times reported.

The proposal to build the complex has been on the table for three years, but officials say safety concerns are to blame for keeping the project in a holding pattern, the Times said.
