CHAPPAQUA, N.Y. -- A funding package for an affordable housing site in Chappaqua was voted down by the Westchester County Board of Legislators recently, according to 

Opponents of the housing project take issue with the proposed location, which would have the 28-unit complex shoe-horned between a highway off ramp, railroad tracks and a bridge, reported.
