CHAPPAQUA, N.Y. -- New Castle town officials discussed the newest request for proposals for leasing the Chappaqua train station, the first time it was the subject of a meeting since the Town Board voted to rescind a lease with a venture owned by restaurant businesswoman Leslie Lampert.
At a July 1 Town Board work session, Town Attorney Nicholas Ward-Willis discussed what were called "tweaks" to the RFP. The proposed changes from the version released earlier this year include exteroir improvements language, making sure hours of operation are included, advising about the availability of a template lease, noting the possibility of ideas other than food service and the desire to make sure morning coffee is available for commuters. Ward-Willis also mentioned leaving RFP open for three weeks.
The length of time the last RFP version was open became a point a criticism as part of an intiative to force a permissive referendum regarding the previous lease. The board's June decision to rescind the lease came after referendum signatures were submitted.
Carla Gambescia, founder of Via Vanti in Mount Kisco and an applicant during the previous RFP round, suggested leaving the RFP open longer, with six weeks mentioned.
Gambescia's reasons for a longer period were to give time for learning about the opportunity and to put together a proposal. Other suggestions included clarity regarding mill work in the building and recognition if the town puts a value on capital improvements.
Applicants who submit proposals will not be guaranteed presentations, Councilman Jason Chapin acknowledged during the meeting.
