Officers were called to the International Trade Zone in the area of Walmart in Olive Township on a report of an intoxicated man sitting on a bench outside shortly before 10 a.m. on Sunday, June 14, WRNJ reports.
Upon arrival, officers located a man identified as Neil McWilliams sitting on a bench, inhaling fumes from a can and showing clear signs of impairment, the report says.
McWilliams was arrested and transported to headquarters, where he was processed and charged with use of toxic chemicals, being under the influence of a controlled dangerous substance and possession of drug paraphernalia.
In 2014, McWilliams was driving a shuttle van that struck and killed toddler Elizabeth "Ella" Fuehring at Alstede Farms in Chester Township. He pleaded guilty to careless driving the following year and and ordered to pay a $239 fine.
In Fall 2014, McWilliams -- then a six-year employee at the popular farm -- was sitting in the idling shuttle bus when his food slipped from the brake pedal and accidentally hit the accelerator, his lawyer said in court. McWilliams meant to hit the brake, but the bus instead moved forward, hitting the shuttle ahead -- the toddler, her mom and her mom's friend standing between the vans, the Daily Record previously reported.
The girl was killed and both adults sustained serious but non life-threatening injuries.
McWilliams was released to a sober friend pending an appearance in court.
