New Chappaqua Ice Cream Parlor To Submit Plans

CHAPPAQUA, N.Y. - A new ice cream parlor may be coming to downtown Chappaqua sooner rather than later.

Plans to renovate the vacant Always the Children building are expected to be submitted in time for a July meeting with the town, said Town Planner Sabrina Charney Hull.

"We're expecting a submission of that anytime now, which will set forth what they want to do," Hull said. "Once the application comes in, if the application is complete, it will be on the planning board's July 7 meeting."

The proposed use of the building is permitted by the town but it still must go before the planning board because it is a change of use from the previous tenant. Hull said the new tenants already met with town officials in a pre-application meeting to go through the submission requirements.

It was announced last week the tenants of the South Greeley Avenue building are Chappaqua resident Brad Ceisler and his brother, Billy Ceisler. Billy is the co-owner of Hall of Scoops , an ice cream store in Armonk, with his wife, Lori.

Hull said the brothers originally were thinking about creating a combined burger and ice cream shop, but believes the kitchen has been dropped from the application, which she could not confirm since it has not been officially submitted.

Chappaqua-Millwood Chamber of Commerce board member Rob Greenstein, who lives on Pondfield Drive next to Brad Ceisler, believes the shop has the potential to be "Chappaqua's own Frannie's Goodie Shop."

Both Ceisler brothers have NBA ties, with Billy working as an agent and Brad working as a coach and scout. Brad spent time with the Miami Heat, San Antonio Spurs and Orlando Magic and worked closely with NBA legend Shaquille O'Neal as a rookie.

"He's a great guy," Greenstein said of his neighbor. "We look forward to welcoming them to our community."
