CHAPPAQUA, N.Y. A South Greeley Avenue ice cream parlor is close to approval following a Tuesday night meeting with the New Castle Planning Board.
Hall of Scoops, which already has a store in Armonk, seemingly only has one hurdle remaining in its effort to gain site plan approval. Town Planner Sabrina Charney Hull said the buildings owner must grant an easement from his property into the towns parking district to allow for the loading of trucks.
Any area that is identified for parking or loading on a private piece of property should be dedicated to the town of New Castle or to the parking district, Hull said. This project showed that the portion that theyre using for the loading space is still attached to that individual parcel.
Hull and architect David Graham do not believe the issue will delay the project and it could be approved at the planning boards next meeting on Oct. 2.
Once that is resolved then we can put together a resolution, said Planning Board Chairperson Richard Brownell.
Graham said the buildings owner is planning on filing for a building permit as soon as Hall of Scoops is given site plan approval. He estimates that construction would last six to eight weeks and would open immediately after.
The 1,700-square-foot storefront will be more than double the size of its sister-store in Armonk and will serve candy, ice cream and frozen yogurt. The ice cream will be supplied by Longfords Ice Cream in Rye.
Lori Ceisler will run the business alongside her husband Billy Ceisler. Her brother-in-law Brad Ceisler, a Chappaqua resident, will also help with the day-to-day operations.
